REGULAR COUNCIL MEETING MINUTES
Wednesday, April 14, 2021 5:30 P.M.

1. Call to Order/Roll Call
Meeting called to order at 5:30 pm. Present was Mayor Bennett, Councilpersons Holmes, Rodgers, and Rupe. Councilperson Christian attended via phone.

2. Open Forum
Roger Winslow and Mark Winslow representing Corydon Housing LLC were present and provided a summary document of their housing project and requests of the City. On advisement from City Attorney Norris, the City will need a subdivision plat map submitted for approval which would go before the Board of Adjustment and Zoning Commission. The City expressed support for the project. Winslow said that the Corydon Housing group plans to have a future meeting to explain the project in further detail for potential partners.

SPECIAL COUNCIL MEETING MINUTES
Wednesday, April 07, 2021 5:30 P.M.

1. Call to Order/Roll Call
Meeting was called to order at 5:30pm. Present: Mayor Bennett; Council persons Christian, Holmes, Rodgers, Rupe.

2. Open Forum
Randy Sharp was present to discuss an issue with cars speeding in town. He expressed concerns about the City not having its own police force. Holmes explained that it is very difficult to find the funds to hire a city police officer and hire them at a competitive wage.
Rodgers suggested the Council review the current 28E agreement. Rodgers also recommended amending the City Council assignments to add “Law Enforcement” to the Fire Department Committee.

REGULAR COUNCIL MEETING
Wednesday October 28, 2020

 

The regular meeting of the Corydon City Council was called to order by Mayor Dennis Moorman.  Present were council members Christian, Holmes, Rodgers and Bennett. Present on the phone was Stan Rupe.  Others present were City Clerk Eva Moore, Jen Reed from the Times-Republican, Deputy Wiltamuth, City Attorney Verle Norris, and Brandon Trower City Crew.

Christian made the motion to approve the minutes from the previous regular meeting and special session meeting.  Rodgers seconded.  Ayes: Bennett, Christian, Rupe, Rodgers, Holmes.  Nays:  none.

City Attorney Norris was present to discuss the process of municipal infractions with the council. The City Clerk will not be responsible for writing them and the process will remain the same with the City Attorney.

Council Meetings are now being held on the second and fourth Wednesdays of the month at 5:30 p.m. Due Holiday closures, some meetings are scheduled on different days.    If you would like to be on the agenda, please contact Stacy Gibbs at City Hall at least 48 hours in advance. At the beginning of the meeting, wait until the mayor announces “open forum” and you then can announce your name over the phone before speaking to the council. There is a 5 minute limit for public speakers not already on the agenda.

Wednesday, October 14, 2020

Mayor Moorman called to order the Public Hearing regarding Budget Amendment FY 2020/2021. Present were council members Christian, Holmes, Rupe and Rogers with Bennett present over the phone.  Others present were City Clerk Eva Moore, Jen Reed from the Times-Republican, Brandon Trower with the City Crew, Deputy Wiltamuth and City Attorney Verle Norris.  Moore reported that the notice had been published as required.  As of the meeting time, City Hall had not received any oral or written comments.  No one was present from the public in person nor over the conference call.

Holmes made the motion to close the public hearing.  Rupe seconded.  Ayes: Christian, Holmes, Rupe, Rodgers and Bennett.  Nays:  none.

WEDNESDAY September 23, 2020

The regular meeting of the Corydon City Council was called to order by Mayor Dennis Moorman.  Present were council members Christian, Holmes, Rupe, Rodgers and Bennett.  Others present were City Clerk Eva Moore, Jen Reed from the Times Republican, Dan Sales with Cook Insurance and Deputy Wiltamuth from the Wayne County Sheriff’s Department.

Dan Sales addressed the council with updates regarding the HyVee grease back up/sewer claim and his recommendation for next steps.  He also brought the council up to date on the workman’s comp policies and how it relates to not only city workers, but also those city workers that are also considered emergency services personnel.

SPECIAL SESSION
WEDNESDAY, SEPTEMBER 16, 2020 5:00 P.M.

 

Present: Mayor Pro-Tem Bennett, Council members Christian, Holmes, Rupe, City Clerk Eva Moore and guest Roger Winslow. Present on the phone was Nancy Buss with Hall Engineering. Rodgers arrived at 5:30 p.m. Mayor Moorman was absent.

 

The council discussed the current 10 year CIP plan regarding street and sewer improvements.

The council discussed the upcoming SAGR/Wastewater Treatment Facility required by the DNR as well as the possibility of needing to increase resident rates to help pay for the costs.

The council discussed payroll and worker’s comp options for employees that volunteer for emergency services.

The council discussed the costs/budget of having to abate and demo nuisance properties.

The special session was adjourned at 7:25 p.m.

Mayor Moorman called the Public Hearing to order regarding the sale of real property at 215 N. West St.  City Hall had not received any oral or written comments.  Rodgers made the motion to come out of the public hearing.  Holmes seconded.  Ayes: Bennett, Christian, Rodgers and Holmes.
