The regular meeting of the Corydon City Council was called to order by Mayor Dennis Moorman. Present were Council Members Christian, Bennett, Holmes, Rupe and Rodgers. Others in attendance were Dave and Patty Mason, Roger Winslow, Larry Harlan, Dennis Thomas, Jared Chambers, Nicole Sungren/MSA Professional Services, Rhonda Bennett/Times-Republican, Cheryl Mastin and the City Clerk.

The Council gave audience to Nicole Sungren of MSA Professional Services who came to present the completed 10 year Capital Improvement Plan for City of Corydon. The Condition Survey that MSA performed was solicited and paid for by the Donor Advised Fund of Wayne Community Foundation.

Patty Mason was present as the current President of Optimist’s Club and invited the Council to La Bota Mexican Restaurant on Tuesday, January 07, 2020, at 5:30pm to enjoy some Mexican food and learn about what the Optimist’s Club does.

Holmes made a motion to approve Resolution 2020-01, a resolution stating the Mayor’s appointments for the term of January 1, 2020 through December 31, 2021. Bennett seconded. Ayes – Christian, Bennett, Holmes, Rupe, Rodgers. Nays – none.

Bennett moved to approve Resolution 2020-02, a resolution reflecting wages and wage increases for City employees for the 20/21 fiscal year. Rodgers seconded. Ayes – Christian, Bennett, Holmes, Rupe, Rodgers. Nays – none.

Holmes moved to approve Resolution 2020-03, a resolution setting time and place for a Public Hearing considering the maximum tax dollars from certain levies for the City for fiscal year 20/21 budget. Rodgers seconded. Ayes – Christian, Bennett, Holmes, Rupe, Rodgers. Nays – none.

Rupe made the motion to approve the renewal of liquor licenses for Ludlow’s Steakhouse, Casey’s General Store and Alley Cat. Bennett seconded. Ayes – Christian, Bennett, Holmes, Rupe, Rodgers. Nays – none.

Rodgers made the motion to approve changes to the Red Flag Policy effective January 1, 2020, as Dawn Christian was added. Rupe seconded. Ayes – Christian, Bennett, Holmes, Rupe, Rodgers. Nays – none.

Rodgers made a motion to approve Larry Harlan’s re-appointment for a 5 year term to the Zoning Commission. Seconded by Rupe. Ayes – Christian, Bennett, Holmes, Rupe, Rodgers. Nays – none.

Following the reading of ORDINANCE 340, AN ORDINANCE ESTABLISHING CHAPTER 10.46 OF THE CORYDON MUNICIPAL CODE TO REGULATE THE USE OF ALL-TERRAIN VEHICLES, SNOWMOBILES, MINI BIKES AND GO-KARTS IN THE CITY OF CORYDON, IOWA, the council discussed whether to keep or discard the proposed registration fee. Rodgers made a motion to remove the fees, as discussed, from both ORDINANCE 340 and 341, AN ORDINANCE AMENDING CHAPTER 10.42 OF THE CORYDON MUNICIPAL CODE TO REGULATE THE USE OF GOLF CARTS IN THE CITY OF CORYDON, IOWA. Rupe seconded. Ayes – Christian, Bennett, Holmes, Rupe, Rodgers. Nays – none.

Holmes moved to approve the help wanted ad and publication date for the position of Utility Billing Clerk. Seconded by Rupe. Ayes – Christian, Bennett, Holmes, Rupe, Rodgers. Nays – none.

Mayor Moorman reported that the Pump House had been vandalized with spray paint and a window had been broken. Pictures were taken and a police report was filed. He also spoke with the Sheriff about enforcing the City’s No Parking Ordinances to allow the City Crew to clear snow and ice from the streets without having to dodge illegally parked vehicles.

Holmes made the motion to approve the minutes & treasurer’s report as presented. Rodgers seconded. Ayes – Bennett, Holmes, Rupe and Rodgers. Nays- none. Christian abstained as she was not on the Council in December.

Bennett made a motion to allow the unpaid and prepaid bills. Rodgers seconded. Ayes – Christian, Bennett, Holmes, Rupe, Rodgers. Nays – none.

The City Clerk asked for the Council’s assistance in finding an individual willing to fill one vacant seat on the Zoning Commission. The seat became vacant January 1st.

The next regular meeting will be Wednesday, January 22, 2019 @ 7:00PM
